Qualiopi: the 32 indicators and the evidence expected for each (2026 audit checklist)

Qualiopi is not a knowledge exam: it is an audit of evidence. The auditor does not ask whether you know what an assessable learning objective is; they ask to see the programme where it is written, the grid where it is measured and the trace of what you corrected when it was not reached. The French National Quality Framework has 7 criteria and 32 indicators, and most first-audit refusals come not from bad practice but from undocumented practice. This guide goes through each criterion with the simplest evidence an independent trainer or a small training body can produce.

The timeline to know before you start

Certification is obtained from a certifying body accredited by Cofrac, for a three-year cycle: initial audit, surveillance audit between the 14th and 22nd month, then renewal audit. Indicators are read differently depending on your category of action (training, skills assessment, VAE, apprenticeship) and some are waived for new entrants at the first audit — check the current official reading guide on the Labour Ministry website before building your file, as it is revised periodically.

Criterion 1: public information (indicators 1 to 3)

What the auditor checks: are your services described accessibly and kept up to date (prerequisites, objectives, duration, modalities, access times, prices, disability accessibility, methods, assessment modalities)? The evidence: the published training programme, with complete mentions, and the page or brochure where it is distributed. Indicator 3 asks for your result indicators (satisfaction rate, success rate): start measuring them from the first session, even with three trainees.

Criterion 2: needs analysis and design (indicators 4 to 8)

  • Indicator 4: the trace of the needs analysis of the beneficiary or the client — a positioning questionnaire, an interview report, an email are enough if kept.
  • Indicators 5 and 6: objectives written in assessable terms ("at the end of the training, the trainee is able to…") and a teaching sequence that refers to them. Ban unmeasurable verbs (know, understand, be aware).
  • Indicator 7: for certifying actions, the match between content and the requirements of the targeted certification.
  • Indicator 8: the positioning and prior-learning assessment procedure at entry.

Criterion 3: welcome and follow-up (indicators 9 to 16)

This is the most document-heavy criterion. The welcome booklet handed over before entry (conditions, internal rules, resources, contacts) covers indicators 9 and 10; indicator 11 asks for assessment of learning during and at the end of training; 12 the measures against drop-outs; 13 the specific follow-up of work-study where relevant; indicators 14 to 16 deal with beneficiary engagement, workplace learning and disability situations. The most effective evidence: a traceability register per session, with attendance sheets, assessments, incidents and dated corrective actions.

Criterion 4: resources (indicators 17 to 20)

Adequate human and technical resources, coordination of trainers, available teaching resources. The evidence: one sheet per trainer (CV, qualifications, experience), the inventory of materials and tools, and, for indicator 20 (disability referent), the written designation of the referent and what they actually do.

Criterion 5: trainer competence (indicators 21 and 22)

Two indicators independents often underestimate: you must prove that you maintain your own skills (training attended, monitoring, certifications) and that you develop them. An annual skills-development table, even one page, is the expected evidence.

Criterion 6: place in the professional environment (indicators 23 to 29)

  • Legal and regulatory monitoring (23), skills and occupations monitoring (24), teaching-innovation monitoring (25): three distinct watches, each with its sources, frequency and a trace of use (what you changed thanks to it).
  • Partner network (26 and 27), subcontracting (27): agreements and verification of subcontractor compliance.
  • Indicators 28 and 29: for work-study and disability, partnerships with field actors.

Criterion 7: complaints and continuous improvement (indicators 30 to 32)

Collecting feedback (30), handling complaints and incidents (31), continuous improvement (32). The auditor wants to see the full loop: satisfaction questionnaire, complaints table with response time, and an improvement plan where every gap has an action, an owner and a date. A quality manual describing this loop, with a manual-to-indicator correspondence table, saves an hour of audit.
